Sara Neugroschel
Commander Sara Neugroschel currently serves as Executive Officer at Naval Justice School. She reported to her current duty station in August 2026. Most recently she was a student at the Naval War College where she graduated with highest distinction and received an MA in National Security and Strategic Studies and a certificate as an Advanced Naval Strategist. She graduated with distinction from The George Washington University in 2006 with a Bachelor of Arts in International Relations, and a specialization in International Politics. While attending The George Washington University she was the coxswain for the Division I Women’s Varsity Crew Team and studied abroad at the University of Granada, Spain, and Tel Aviv University, Israel. CDR Neugroschel earned her Juris Doctor from the University of Miami School of Law in 2009, graduating with distinction. In 2018 she received a Master of Laws (LL.M.) from Harvard Law School, and in 2026 she received a Master of Arts (MA) in National Security and Strategic Studies from the Naval War College. Commander Neugroschel was commissioned an Ensign in the Judge Advocate General’s Corps (JAGC) through the Student Program in 2009. After completing Officer Development School and the Basic Lawyer Course in April 2010, CDR Neugroschel reported to Region Legal Service Office Southeast, Jacksonville, Florida, where she served as Trial Counsel and Special Assistant United States Attorney for the Middle District of Florida prosecuting felony cases with a nexus to the Department of the Defense. From March 2012 to February 2013, CDR Neugroschel deployed in support of Operation Enduring Freedom as part of the NATO Rule of Law Field Support Mission / Rule of Law Field Force – Afghanistan. During that time, she served as the Operations Officer for the National Justice Center in Parwan (Afghanistan’s National Security Court) and later served as the first female mentor to the Afghan Uniform Police at Police Headquarters, Kandahar City. Upon redeployment, CDR Neugroschel reported to Region Legal Service Office Japan as the Staff Judge Advocate to the Commanding Officer, Navy Support Facility Diego Garcia from 2013-2014. After her tour in Diego Garcia, CDR Neugroschel served as the Deputy Assistant Force / Fleet Judge Advocate, U.S. Naval Forces Central Command (NAVCENT)/U.S. FIFTH Fleet (C5F)/Combined Maritime Forces (CMF). During her tour in Bahrain she was selected to serve as the Flag Aide for VADM John W. “Fozzie” Miller, Commander NAVCENT/C5F/CMF. Upon completing her tour, in 2015 CDR Neugroschel reported to Naval Special Warfare Development Group (DEVGRU) where she served as the Deputy Group Judge Advocate and deployed multiple times to various locations in support of counter-terrorism Special Operations Joint Task Forces. In July of 2019 she reported to Naples, Italy as the Professional Development Officer for Navy JAGC personnel spanning three continents and three Geographic Combatant Commands. In 2020, CDR Neugroschel assumed additional responsibilities as the Administrative Officer, Security Manager, and Budget Officer for RLSO EURAFCENT. From 2021 to 2023 she served as the Chief of Plans, Policy, Partnerships, Exercises, and Legislative Affairs (3PXL) in the Office of the Staff Judge Advocate, United States Cyber Command (USCYBERCOM) while simultaneously serving as the Deputy Staff Judge Advocate for the Cyber National Mission Force. From 2023 – 2025 she served as the Deputy Staff Judge Advocate and Chief of Intelligence Law at United States Indo-Pacific Command (USINDOPACOM). CDR Neugroschel is entitled to wear the Defense Meritorious Service Medal (4), Meritorious Service Medal, Joint Service Commendation Medal, the Navy and Marine Corps Commendation Medal (2), Army Commendation Medal, Navy and Marine Corps Achievement Medal (2), and various other awards and decorations. CDR Neugroschel is licensed to practice law in the State of New York.
