Young Kil Park
Dr. Young Kil Park is a Research Fellow at the Korea Maritime Institute (KMI), currently affiliated with the Ocean Security and Strategy Research Division’s Global Strategy Research Department. He previously served as Director of the Law of the Sea Research Division at KMI until January 2024. He currently serves as a member of the Korea Coast Guard’s International Law of the Sea Committee and as an advisory member of the ROK Navy Development Committee. In 2018, he was a visiting scholar at the Stockton Center for International Law at the U.S. Naval War College and at the University of Rhode Island.
His research interests include the law of the sea, maritime security, Arctic governance, and other ocean-related issues. His notable publications include: “Evaluation of South Korea’s Growing Activities in the Changing Arctic: An Essay in Honor of Ted L. McDorman,” Ocean Development and International Law, Vol. 55(4) (2024); “The Complex Legal Status of the Current Fishing Pattern Zone in the East China Sea,” Marine Policy, Vol. 81 (2017, co-author); “Republic of Korea v. Araye: Korean Supreme Court Decision on Universal Jurisdiction over Somali Pirates,” American Journal of International Law, Vol. 106(3) (2012, co-author)
Dr. Park received his Ph.D. in International Law from Seoul National University in 2009, with a dissertation titled “Universal Jurisdiction in International Law: A Reconsideration of the Concept and Its Practical Implications.”
