Dimitris Panousos

Dimitris Panousos is a PhD candidate in Public International Law at the European University Institute (expected completion: June 2027; scholar of the Hellenic State Scholarships Foundation – IKY) and a Researcher at Athens Public International Law Centre (AthensPIL). His research focuses on general international law, with a particular interest in the law of the sea. His work approaches the field not only as a body of legal rules, but also as a disciplinary community with its own shared language, narratives, and ways of imagining change. Combining doctrinal and interdisciplinary perspectives, he explores how ideas such as evolution, adaptability, and progress shape contemporary understandings of ocean governance.

Dimitris studied law at the University of Athens (LL.B., cum laude) and holds two LL.M. degrees: in International and European Law from the University of Athens (Valedictorian, summa cum laude) and in Public International Law, with a specialisation in Law of the Sea and International Environmental Law, from Utrecht University (cum laude). He is a qualified lawyer and a member of the Piraeus Bar Association.

He has also held editorial positions at several international law journals: as Assistant Editor at the Transnational Environmental Law Journal (TEL); as Assistant Editor at the European Journal of International Law (EJIL); as an Editor-in-Chief and Head of Section in International Law at the European Journal of Legal Studies (EJLS); and as an Executive Editor at the Utrecht Journal of International and European Law (UJIEL).
