Penelope Nevill

Penelope Nevill is a Barrister at the Bar of England & Wales and a Visiting Professor at King’s College, London. Originally from NZ, she has specialised in public international law for over 20 years, advising States and private actors and appearing before international courts and tribunals and at all levels of the English courts up to the Supreme Court. Most recently she led the team for the Republic of the Marshall Islands in Heroic Idun (No. 2) before a Special Chamber of ITLOS and represented the UK in the ICJ Climate Change Advisory Opinion and in the ECHR Duarte climate change case. She has also advised extensively on aspects law of the sea and climate change law, including on offshore renewables, cables and the IMO Zet-Zero Framework.  She established and leads the LLM course at KCL on Oceans Governance, which brings together law of the sea and maritime law.  She is a former Fellow and Lecturer at Downing College and the Lauterpacht Centre for International Law and Affiliated Lecturer at the University of Cambridge, where she taught Public International Law, EU Law and the Law of Armed Conflict.
